Boating Certification
A Transport Canada–approved certification that replaces the SVOP and MED A3 requirements for qualifying camp vessels, enabling operators to carry 7–12 passengers.
The Camp Marine Module Boating Course was created by the Canadian Camping Association's Government Relations Committee to replace the Small Vessel Operator Proficiency (SVOP) and Marine Emergency Duties A3 (MED A3) requirements for many camp boats that qualify through a specific set of conditions set by Transport Canada.
This certification is for camp boat operators who wish to carry 7–12 passengers plus crew. Operators must also hold a valid Pleasure Craft Operator Card (PCOC) and a minimum of Standard First Aid. Other factors, including location and vessel size, may limit certain camp vessels from using this course.
The course is 1.5 days in length and includes practical hands-on components. Some camps may be required to add an additional half-day to complete Chapter 17 ("Navigation"), should Transport Canada deem this a requirement based on a camp's location and waterways travelled.
Process
Confirm eligibility — verify that your camp vessels qualify for the Camp Marine Module exemption. Boats must be commercially registered and meet Transport Canada's specific conditions, including vessel size and waterways travelled.
Apply for an MTRB exemption from Transport Canada for each qualifying vessel. Note that an MTRB decision is made per vessel, so multiple exemptions may be needed if your camp operates more than one boat carrying 7–12 passengers.
Ensure boat operators hold the prerequisites: a valid Pleasure Craft Operator Card (PCOC) and a minimum of Standard First Aid certification.
